The Public Sector Practice uses the full range of Pay for Success tools – like active performance management and innovative funding mechanisms such as outcomes rate cards – to help governments design, fund and manage effective social services. Through the initiative, we un-bundle the tools of Pay for Success to engage our partners and shift the focus to broader systems change within government.

Roadmap for Pay for Success in Philadelphia
Working with the office of Philadelphia Mayor Michael Nutter, Social Finance explored the feasibility of improving recidivism and child welfare outcomes through a Pay for Success transaction. The resulting publication, Challenging the Status Quo: Philadelphia’s Exploration of Pay for Success, shares lessons learned for governments interested in Pay for Success.
Clatsop County Preschool Feasibility Study
Social Finance will work with Clatsop County leaders to assess priority outcomes for increasing access to quality preschool programs in the county through Pay for Success.
Addressing Homelessness in Sacramento City and County
Working with the County and City of Sacramento, along with the Sutter Health Foundation, Social Finance is exploring the feasibility of using a Pay for Success mechanism to improve outcomes for those suffering from or at risk of homelessness.
