Thomas Coen is director of performance management and evaluation at Social Finance. In this role, he supports the design of Pay For Success and other outcomes-based financing models to ensure the projects are evaluable and have clearly defined outcome measures aligned to the project’s theory of change. Thomas leads the organization’s monitoring, evaluation, and data analysis activities for social impact bonds, outcomes rate cards, and performance-based contracts.
Prior to joining Social Finance, Thomas was a researcher at Mathematica where he led experimental, quasi-experimental, and mixed methods evaluations of social programs in the areas of education, workforce development, the environment, and agriculture. Thomas also led a randomized controlled trial of farmer’s social networks in Malawi for Innovations for Poverty Action and supported the monitoring and evaluation of democracy and governance programs in West Africa for the National Democratic Institute.
Thomas has a Master’s in Public Affairs from the Woodrow Wilson School of Public and International Affairs at Princeton University and a bachelor’s degree in economics and government from Wesleyan University.
