Toby is an Associate Director, Impact Advisory at Social Finance. She focuses on advancing outcomes-based approaches across issue areas including healthcare and workforce. For example, Toby manages the Veterans Coordinated Approach to Recovery and Employment (CARE) program in Massachusetts, an innovative outcomes-based model that partners with VA Medical Centers to expand access to evidence-based employment and mental health services and track measurable results such as earnings and sustained work.
With a strong background in evaluation and measurement, Toby brings expertise developed through prior work at J-PAL North America at MIT and in her graduate studies focused on data-driven policy. This experience informs Toby’s current efforts to design metrics and develop strategic program models that deliver measurable impact. Toby is passionate about leveraging data and partnerships to create pathways to economic mobility.
Toby holds a BA in Economics from Wellesley College and an MA in Health Policy and Economics from Harvard University.
