Billy is a Senior Associate, Impact Advisory at Social Finance, where he supports workforce development and economic opportunity initiatives. In particular, Billy manages a longstanding program providing supported employment to U.S. military veterans in Massachusetts, collaborates with clean energy workforce development stakeholders in New York State to improve employment outcomes for training program participants, and pilots innovative strategies to help more eligible tax filers claim the Earned Income Tax Credit in New Jersey.
Billy has also been involved in Social Finance’s work to evaluate workforce training programs for individuals with lived experience of homelessness or the justice system in Los Angeles County, and he has supported the design of Pay It Forward Funds.
Previously, Billy worked as an Analyst with DHInfrastructure, an economics consulting firm providing advisory services to multilateral development banks and public sector clients to improve the availability, affordability, and quality of infrastructure services. He managed a project evaluating the outcomes of more than 100 interventions funded by an infrastructure advisory facility aimed at helping developing countries strengthen policies, regulations, and institutions for sustainable infrastructure with private sector participation.
Billy graduated magna cum laude from the College of the Holy Cross with a B.A. in Economics.
My education in the Jesuit tradition inspired me to pursue work that serves those on the margins of society - the vulnerable and the underserved. I am grateful to be a part of an organization that shares this goal and continuously strives to do better, remembering that there is always more to be done.
