Impact-First Investments

Local news is a critical thread in our civic fabric. Communities depend on local news to engage in local elections and know where to turn when a storm is coming. Beyond the practical, it’s also how communities celebrate themselves: the Friday night game, the spelling bee winner, this year’s valedictorian. Local news gives neighbors a shared story. Yet, across the country, due to rapidly changing market forces affecting the media industry, communities are losing their local news outlets, and with them, the coverage that provides a foundation for connection, civic life, and democracy.

Attempting to reverse this trend, many local news organizations are testing new, sustainable revenue streams, but they struggle to access the capital they need to scale.

To fill this capital gap, this week, Social Finance launched the Local News Impact Investment Fund, which will invest flexible, patient capital in local news organizations across the United States. The Fund launches with an initial $21 million, including commitments from anchor funders John D. and Catherine T. MacArthur Foundation and the John S. and James L. Knight Foundation, along with funding from other partners including Press Forward and Social Finance.

Over the past 15 years, Social Finance and our partners have seen the power of well-designed, impact capital. It can open markets that conventional investors have written off, helping borrowers refinance out of predatory home loans or supporting entrepreneurs who are excluded from traditional credit and business financing. That’s why we’re excited to bring this approach to a new industry.

Why the gap exists

There has been a fundamental breakdown in the business model that once made local journalism viable. Reductions in revenue from sources like print advertising have greatly eroded the sustainability of the traditional business model, leading hundreds of outlets to close, while those that remain must cut staff, reduce coverage, or become nearly entirely reliant on philanthropic grants.

Traditional lenders and investors now see local news as high-risk and have mostly exited this market. Philanthropy has stepped up — the Knight Foundation and the MacArthur Foundation, our anchor funders, have dedicated generous grant dollars to bolster local news. But philanthropy alone will not sustain these local newsrooms for the long term. While some government funding initiatives are garnering support, sustained, national support is still needed. This is a capital gap that impact-first investments are built to fill.

Bringing impact-first investing to local news means providing the flexible funding these newsrooms need to test and develop new business strategies: digital advertising, live events, innovative membership pricing, targeted newsletters, or other revenue streams. Our Fund is about more than just this initial financing. This capital is meant to help outlets prove the viability of their business models, display how innovative local news can be investable, and reopen the door to broader pools of investment capital.

Why Social Finance

As a nonprofit and registered investment adviser, we manage impact funds with the discipline traditional investors expect. We bring traditional investors and philanthropists into the same investment vehicle around shared goals.

Nobody has approached local news impact investing at this scale. Dozens of conversations with local news leaders, ecosystem experts, and impact investors inform our approach to designing and managing this Fund. The network we have convened has connected us to a strong pipeline of investments, sector experts who can help us evaluate the impact of each dollar, and partners who can provide technical assistance, in addition to capital, helping the organizations we back succeed.

Join us

Strengthening local news will take more than any one investor, funder, or organization. It takes partners who share a belief that strong local news is essential to healthy, informed, and connected communities, and who are willing to back new models that can sustain it. Whether you’re a funder, an investor, or a local news leader, we’d love to hear from you.
