Social Finance administered a survey that aimed to assess the potential for outcomes-based funding (OBF) to help align funding priorities towards the social determinants of health. In particular, the survey analyzed the perceived benefits and challenges of implementing OBF and found that evaluation and measurement of impact on priority health outcomes was a commonly identified benefit, while legal barriers and costs of project structuring appeared to be the biggest perceived challenge. Ultimately, the survey results led Social Finance to develop a series of issue briefs that outline the core components in implementing an OBF strategy.
