The English for Advancement track of the Massachusetts Pathways to Economic Advancement Project—a six-year workforce development partnership between the Commonwealth of Massachusetts, JVS Boston, and Social Finance—has resulted in a 7% increase in wages overall for immigrant and refugee participants and a 13% increase for individuals unaffected by the early pandemic labor market. By leveraging a Pay for Success structure, JVS tied performance to payment, driving accountability for public funding.
Economic Mobility Corporation‘s evaluation of English for Advancement marks the first randomized control trial study on the earnings impacts of a workforce development program for English language learners. The final report provides important lessons for the adult education and workforce development fields on increasing the employment and earnings of adult English-language learners.
