This paper details the Connecticut Office of Early Childhood (OEC)’s pilot home-visiting initiative, in partnership with Social Finance, that was designed to improve early childhood mental health outcomes and respond to adverse childhood experiences. With the establishment of this program, OEC paid for outcomes, such as healthy births or parent employment, that generated significant two-generational impacts for families, communities, and the state government. Connecticut’s data-driven, innovative financing approach to support high-risk communities will help other states begin to replicate and scale this program and ultimately produce improved outcomes among mothers and children.
