This report details Social Finance’s findings in a feasibility study conducted for the City of Philadelphia. The study assessed the potential implementation of a Pay for Success (PFS) program that targeted reducing recidivism of returning citizens and system-involved youth placed in out-of-county residential facilities. The results showed that workforce-reentry is the most feasible opportunity to utilize PFS to reduce recidivism in the Philadelphia Prison System.
