Defined metrics and used real-time program data to improve a juvenile justice support program in Marion County

Social Finance partnered with the Marion County Juvenile Department in Marion County, Oregon to launch and evaluate the EQUIP program, a new service designed to support youth who are on probation and their families, with the goal of empowering parents and improving family dynamics to prevent further juvenile justice involvement.

Goals

  • Align on a theory of change and identify program evaluation metrics to ensure program fidelity and impact.
  • Create tools and processes to support ongoing program data collection.
  • Build capacity within the Marion County Juvenile Department to provide ongoing program review and opportunity for course correction.

The Work

  • Data tool and dashboard design: Developed Excel- and Qualtrics-based tools to collect and analyze ongoing programmatic data from therapists working directly with program participants. Designed real-time program dashboards to track participant progress and outcomes.
  • Performance management: Collaborated with department stakeholders to create a long-term strategy for the cadence, content, and tactics of ongoing data review and discussion to manage toward ideal outcomes.

The Results

  • Successfully launched EQUIP and collected previously unavailable programmatic data in multiple languages.
  • Created ongoing structure and support to assess program impact in the areas of participant satisfaction, family functioning, juvenile recidivism, and escalations to state detention.
