Investing in What Works: "Pay for Success" in New York State

This paper presents an overview of New York State’s Pay for Success (PFS) project to increase employment and recidivism in partnership with the Center for Employment Opportunities (CEO) and Social Finance. This document includes the rationale for choosing the PFS model for this project, the CEO’s program and evidence of its effectiveness, and project metrics and evaluation.
